Liu Bei refused to bribe the Inspector, so the Inspector attempted to force the common people to file a complaint against Liu Bei. Zhang Fei was furious after finding out about this incident and he gave the Imperial Inspector a severe trashing. In historical records, Liu Bei actually beat up the Inspector after the Inspector refused to grant him an audience.
